The rulebook the client would approve before the method is treated as official. Until that approval, scoring uses the proposed method and labels it as proposed.
A blank import cell is skipped. A zero is stored as zero. Unavailable stays unavailable. Confidence is unknown unless the file supplies it. Entered coverage is not the same thing as verified coverage.
